Theory of Change

PTE's strategy to slow the spread of HIV is based upon a four-part Theory of Change:

  1. Program participants learn about risk behaviors that lead to HIV infection and will be less likely to engage in them.
  2. Program participants learn about HIV treatment options and information resources and will be more likely to get tested because they will understand getting tested can prolong their lives.
  3. Those who test positive will be more likely to reduce risk behavior than those who don’t know their status.
  4. Program participants will be less likely to discriminate against HIV-positive people and will help create nondiscriminatory communities in which all are more likely to get tested and reduce risk behaviors.
